Burbank Sustainability Laws and Gas Taxes
Speaker 1From deep in the Burbank Media District. It's time for another edition of my Burbank Talks, presented by the staff of my Burbank. Now let's see what's on today's agenda as we join our program.

Speaker 2How's everybody doing this week? Everybody had a good week mighty toasty out there yes, it is, it is, it is a outside isn't air conditioned one of those spf 900 days?

Speaker 2If you're, my shade burbank, water and powers rates going up, we couldn't afford it Anyhow. So last week our winner, robert Kyle, robert and he is the Word of the Week winner. Speaker 1Anyhow, moving on, we're starting with Thursday, there isn't Monday. We're skipping right to Thursday.
Speaker 2Let's talk a little first about being July 1st. Not only is it a new fiscal year For the city of Burbank, but it's also a lot new. A law is not Burbank. Well, there is one Burbank law we'll talk about, but there's a lot going on. A new gas tax Is being added to our pumps.
Speaker 1And that's statewide.
Speaker 2Yes, statewide, Thank you.
Speaker 1Governor Newsom.
Speaker 2We appreciate that.
Speaker 1Two more cents a gallon, we're being taxed.
Speaker 3But aren't we didn't?
Speaker 2I hear today LA County is a lot cheaper than other districts in the All I know is every time I see on the news, the average gas price in the country is like three. It's always a dollar less than it is here in California.
Speaker 1We pay like two bucks a gallon in taxes.
Speaker 3Yeah. Somebody will correct me out there, but and the sad part is, my car goes by a gas station and says hey, let's stop.
Speaker 2Well, the entire.
Speaker 1Well, nothing compared to the Chevy Blazer. You used to have the Benson Valdez. That one, I carried a quarter oil a day, my backseat.
Speaker 2I know that all the bars now are going to be required to have a card. For people who would like to request one, they can either. Bars can either charge for them or do it for free. It's a testing kit for making sure there's nothing in your drink that shouldn't be there. So that law started today. Also, I know in Burbank we started our new sustainability laws. From now on, there's going to be a prohibition of plastic water bottles at any city event. So you, if you are at a city event you know the starlight bowl, the anything or any, any um group that is running a city thing you can't have plastic bottles of water anymore.
Speaker 3Yeah, it's kind of that. One still kind of gets me is that if it has anything to do with the city, like Starlight Bowl is owned by the city, but I don't know, it's just, it's still when. Did I go to an event the other day and I, oh yesterday I was at an event and they walked in with two cases of water and I'm thinking what are you going to do for water at these events if you can't give out bottles of water?
Speaker 2now have you been told for hot in the park that no water bottles?
Speaker 3we haven't gotten there yet okay.
Speaker 2It'd be interesting to find out what that translates to that.
Speaker 1I mean, that means well, you have to consider how many people have stocked up on cases of water. They have, businesses have and they have to get through them.
Speaker 2This is not individual businesses, oh, city entities, Anything involved with the city. It's coming. Let's say, we get back to our Burbankon Parade and will you not be able to walk up and down the parade route and sell bottles of water? So if somebody's thirsty they're going to say sorry.
Speaker 1There'll be aluminum cans or or cartons of water, which are common elsewhere in the world.
Speaker 3Yeah, Well, they're now starting to really come out with those aluminum bottles.
Speaker 1And the great thing about the aluminum ones is they're actually reusable. Right, I've used them while traveling. You fill them up and you you know they're reusable, unlike the cartons. But pretty common elsewhere in the world. You don't see a lot of plastic bottles elsewhere.
Speaker 3But, like you said, those other items, those service or takeout containers, well, yeah, let me talk about those.
Speaker 2I was just any polystyrene. There's a polystyrene ban and now this is for all businesses in Burbank this is not just the city ones and basically the use or sale of any rigid packaging of the food will be prohibited. It says there's an upon request policy. That's now in effect. Food service businesses are now prohibited from providing single-use foodware utensils, straws or standard condiments to customers unless they request them.
Speaker 3I hate paper straws.
Speaker 2Oh, they're gross.
Speaker 3I'm going to carry my own straw. They're gross.
Speaker 2Well, the problem is, let's say, you drive to a drive-thru restaurant and for some reason, you forget to ask for a fork. Now, all of a sudden, you've got your food and you've got no fork.
Speaker 1So you know some of that, you know, and the paper straws they sneak up on you, because if you're taking your time drinking your beverage, you get about halfway through it and it's like a soggy gym sock. Yeah, first two minutes, you're fine.
Speaker 2After that you're kind of Now yeah, fine, after that you're kind of a.
Speaker 3Now, my thing is that's a committee that you just I know, but you pat them on the back and think they are. Think about plastic straws. Is this the Sustainability?
Speaker 2Sustainable Burbank Commission.
Speaker 3They're the one that came up with this and, may you know, even now the state it's a. All these laws are coming down from the state, but we're just early on.
Speaker 1But they have to come through different commissions and Burbank decided this. We're early on them, very early.
Speaker 2There's also a non-recyclable, non-compostable foodware ban for all takeout, so food service businesses will be required to use recyclable and or compostable free food for takeout customers.
Speaker 3And what gets me about that you can walk across the street in. Burbank and get something in styrene. You're 300 feet from Burbank and it's like.
Speaker 2Yeah, walk across the Clive went over to Patty's. Now you're in LA and they have the rules there. And then the last one is reusable foodware for dining. So disposable foodware for on-site dining will be prohibited For the use of reusable items. So you can't have plastic forks at McDonald's. They can't use a plastic fork.
Speaker 1No more sporks. Are sporks gone now? Yeah, exactly what. Taco Bell can't use a plastic fork. No more sporks.
Speaker 3Are sporks gone now? Exactly, hey, I'm going to have to pack more of my own handkerchiefs, because use it as a napkin, use it as a bib, you know.
Speaker 1A food trough. You can scoop food into your mouth with it, exactly.
Speaker 3I'm going to have to pack up more of these.
Speaker 2It's going to be interesting to see McDonald's, because if you go to McDonald's tomorrow and see you ordered some pancakes, how are you going to eat them?
Speaker 1But if you do the drive-thru, you can request them at the drive-thru, but if you're going to eat in, you can't have them.
Speaker 3You can't use them Reusable. So I'm curious on this one who are you going to call and complain to? Who are you going to call and complain to? Because you know there's some of these I call them Adam Henry's, also known as assholes that just like to get back at companies. You know, like the guy that went to what was it? One of the taco places, and said the taco didn't have all meat in it. Right, you know they're going to complain that this restaurant isn't doing it. How many calls are Burbank police going to go Well and doing?
Speaker 2it? How many calls are Burbank police going to go for? Here's the thing I'm looking right now. Who's going to enforce this? It just says that it says what the fines are. First offense is $100. I'll tell you who's going to enforce it. Second offense is $200.
Speaker 1There's a whole platoon of Karens in waiting.
Speaker 2Third offense is $500. But they don't say where you report it to.

Speaker 2Bob Kramer, that's it. You call Bob Kramer, bob Kramer, bob Kramer, with the city ombudsman. You call him and say McDonald's is not using silverware.
Speaker 1He is the guy you get a hold of. They're using plasticware, but they're washing it off after every use and reusing it. Does that count? Does that help?
Speaker 2I don't know. So Bob Kramer's your man. There's nobody else down here to call, so whenever in doubt, call Bob Kramer.
Speaker 1More things that the state is foisting upon the taxpayers.
Speaker 3Yeah, I mean, you know, I know there's some people driving around town that probably have enough styrene in their car that from previous meals they could just wash it and resell it back.
Speaker 2Oh, don't look at me, I had. Oh, you just have, you have receipts. I had 72 receipts.
Speaker 1Receipts, because I didn't want to throw them away.
Speaker 2You could go buy the recycle center paper. I didn't want to throw them away, so I but I haven't't.
Speaker 1I had 72 receipts until my car was fully detailed last week.
Speaker 3Yeah, now there's 75 and now let me tell you from the detailing they put that whatever on the seats and on the runner running board. I tried to get in that's just me.
Speaker 1That means they don't like you. There's a slip if they put armor all on the running boards and like the brake pedal and stuff. Well they're.
Speaker 3They're sending you a message I had trouble climbing into his car. He had to drive me somewhere. But it's funny because I remember my mother. She always would say to me don't put that stuff on the running board, I can't get in your car. Well, mom, I did that for a reason. My mom's not anymore, but shots fired for crying out loud.

Speaker 2Oh, okay, I'll turn down our rim shots a little bit. There we go. Well, let's move on to Thursday. Well, we're still talking about last week actually.
Speaker 1Well, we haven't really started the actual agenda, but we are jumping.
Speaker 2We just talked about what today is.
Speaker 1Nothing notable other than Robert Kyle winning the word of the week. Nothing happened until Thursday, the 27th.
Speaker 2It's been a slow week. Last week the elephant parade arrived and they had a big ceremony at a key on Thursday and they had all the 25 elephants around the parking lot that everybody could gander at until they moved them to their new permanent locations. For the next two months, so for all of July and all of August, they're going to be all around town and we have a story on my Burbank with a map of them all. Plus, we have a great video on YouTube that actually shows you each elephant and who it was actually made by too.
Speaker 1Or painted by Now. My Burbank's Ashley and Ross Benson were there at Ikea.
Speaker 2And so was I.
Speaker 1Did any of you ride an elephant? Were you able to ride an elephant?
Speaker 2I was scared the elephant was going to try to ride me.
Speaker 3Yeah, these are not Roll over you, they're not that big, they're, you know, five feet, six, five about five feet.
Speaker 1Did they fit in your?
Speaker 3trunk? No, but you know it was at a Kia. Where's the rim shot?
Speaker 2Now is the time for the rim shot. I thought you didn't want those.
Speaker 3Okay, it was at a Kia. Wouldn't you think that they'd be serving at least some meatballs we?
Speaker 1were talking about that. We joked about it last week.
Speaker 2If they're going to be catering or serving their Swedish meatballs, maybe the meatballs are synthetic and they're in the Burbank.
Speaker 1Orchids. Now, what I hope didn't happen, Ross, is you saw a pile of what you thought were Swedish meatballs behind one of the elephants.
Speaker 3No, but they did have Swedish cookies. Oh, the cookies are good, right. And they had lots of water bottles. Because somebody offered me a nice cold water bottle, I said I'm glad it's this week and not next week, right?
Speaker 2And that would be because I see that'd be considered a city event too yes, it would.
Speaker 3They sponsored it and I haven't been in that store in a long time, but I was talking to one of my contacts up there and people go to that store just for they do they go there just for lunch yeah, oh yeah.
Speaker 2Stan lynch did that all the time he took his. They took his granddaughter up there all the time.
Speaker 3Well, that's because Did he?
Speaker 1ever pick her up. Nope, she kept finding her way home.
Speaker 2I always thought Stan had a screw loose anyway, and they never did find it up there.
Speaker 1But if you go to myburbankcom, the first story there still is about the event at IKEA.
Speaker 2No, it's now it's. It's now it's rotated it's getting getting buried but if you go in.

Speaker 2It's the second or third one down, but yeah, all locations are on the map.
Speaker 3You can go to our video also on youtube and all locations will be there and uh, and you know, I think last week, when we talked about it, we kind of what was the purpose of this? And and now I get back. You know, now that the elephants are here and I've looked at them, I talked to each elephant, you know, and I got to know them pretty well I get why they did the whole thing. You know it's it is people love elephants and some of these, you know there's one, bowie Kardashian, I think, has a theme one and Katy Perry, and you know the reason for it is the life of all these elephants.
Speaker 2How going down, you know, not life, but this is a public awareness campaign to, because all the elephant herds are diminishing, because the elephant herds are diminishing and I will say, you know kind of what they did.
Speaker 3you know the old. What do you call that? A tea hunt, when we used to go look for stuff in a CB radio. But they put them around town and there's maps. We have it on my Burbank.
Speaker 1And if you want to go camp out or go look at the different elephants, but think about there's no public camping in california anymore.
Speaker 3But you can like go to the amc walkway, go to ben and jerry's, then pose in front of superman and then go to city hall and go to all the different places. There's how many elephants? 25 25 in about 20 different locations so you know you're going to spend that extra gas tax that's going to be required and I didn't. I see one over here at the Safari Hotel Safari.
Speaker 2Inn has one.
Speaker 1Yeah, look at that Is it out front. The Safari, no, the Elephant. Speaking of Safaris, the Elephant out front.
Speaker 2I, you know, I drove by there. Tangerine has one, there's one at the Travel Lodge.
Speaker 1I'm guessing they're mostly going to be inside these places, right? Because they're not going to leave them unwatched.
Speaker 3I'm going to find out tonight when I go home, because I drove by yesterday UME Credit Union and it was outside because we had that question.
Speaker 1Where are they? How many times has Bob's big boy been stolen?
Speaker 3Exactly, we had that question. Where are they? How many times has Bob's big boy been stolen Exactly? You tell me somebody's not going to try to hijack it, or?
Speaker 1tag it up or something. Even I know this is Burbank. Well, they're not made of copper.
Speaker 2So no recycle value. Yeah, so at least they won't get stolen for copper value.
Speaker 1I heard they were built out of catalytic converters.
Speaker 2Yes, and they're all etched.
Speaker 3Well, it said the the. The release said in high traffic areas, so maybe people will be watching them. I'm not sure how high traffic travel lodge is, though I don't know by how many times Burbank police stopped cars in that parking lot.
Speaker 1I know there's probably some trafficking going on there.
Speaker 3Yeah, oh well, go go check out the elephant.
Speaker 1uh report back to my burbank and you got till the end of august yeah, so it's, it's, it's they're pretty neat.
Speaker 3You know the one thing I will say you turn on the news, you hear about this crime in santa monica, on the beach. You don't want to go to santa monica anymore. You don't want to go to long beach because the crime down there. Come to Burbank, check out the elephants. It's still safe here. You know, think about it, it's. You know, we have the media, we're the media capital of the world.
Speaker 1You can drive around and check out the elephants and you can see a whole pack of derms.

Speaker 2Moving to last Friday, our city manager, justin Hess, picked Melissa Potter to be the interim library director. So congratulations to her, and I know they're doing a nationwide search for a new library director and we know how important that's going to be. That position is going to be because they still want to build the new central quote library.
Speaker 3Wait, wait, wait, did you say. Still want to. It's coming.
Speaker 2It's coming, but I don't like the word library. I think we need to call a media center, something that's going to be a little more with the changing times.
Speaker 1Do we know if Melissa is eligible and or interested in the permanent spot?
Speaker 2She did not comment. No comment, no comment.
Speaker 3She is because she has been a long-term city employee of the assistant library, so that's why he got moved in.
Speaker 2He has promoted from within. They promoted the water and power person from within.
Speaker 1I guess, if she doesn't find it, and an assistant city manager he appointed from within.
Speaker 2The fire department. They were busy on Friday.
Speaker 1They had their promotions and retirements we met, we touched on this, uh, on last week's show, but you, you were there tell us about it.
Speaker 3It was a big event, thank goodness I'm kind of. It changed venues. It was been up at starlight bowl for years and come 11 o'clock when they start, it's usually 110 110 degrees out and you're Schvitzing and Witzing and come noon it gets pretty hot out there. This one was at the. What school is that? Woodbury.
Speaker 2Woodbury.
Speaker 3Los. Angeles, there you go yeah, yeah, it's just so outside of Burbank.
Speaker 1Not in the city.
Speaker 3I think the auditorium is in Burbank proper only If you look at the campus, how the line goes through burbank, because there's a gate that used to go technicality. Yeah, exactly, but the venue is great. The air conditioning was very good, comfortable seats. You're not sitting on those benches, but there were some promotions and requirements.
Speaker 1Burbank promoted some.
Speaker 3We have some new battalion chiefs because one retired kennett robertson, who one of the great guys of all time. He was a fireman with me at the warner. We have some new battalion chiefs because one retired Kenneth Robertson, who One of the great guys of all time. He was a fireman with me at the Warner Brothers or right after me, when I was a fireman at Warner Brothers 37-year career. He held every position the Burbank Fire Department had Except for chief.
Speaker 3Well, except for chief. But he was assistant chief, yes, but paramedics and it was kind of neat because they give them a shadow box with all his badges and his patches and they had an old Warner Brothers fire department patch on there and we got to joke about that because some of our secrets from Warner Brothers days Did you work with the Warner?
Speaker 2Brothers, did you work with him? At Warner Brothers, did you work with him?
Speaker 3at Warner Brothers? No, he got hired, good old Jack. No, he got hired on right after I left. So maybe you cleared the way for him to have his job.
Speaker 2Maybe you're the one who made all his success possible.
Speaker 3True. Well, kenneth was a. He grew up here in Burbank. His parents are lifelong Burbank residents, and so it was kind of nice to, and they catered it by Porto's. I'll tell you, holy schmoly, there were every type of food you could think of. I mean dessert, you know.
Speaker 1How many promotions would you say there were?
Speaker 3I think we have four new paramedics. We have a couple more in school. Four new paramedics, we have a couple more in school. We have some two new lateral firefighters Lateral transfers.
Speaker 2They're laterally transferring into Burbank now instead of out of Burbank.
Speaker 3Correct Pretty young guys. They did something really neat. Um, apparently there was a first aid at the tennis center a couple months back and an off-duty or a nurse from st joe's was playing tennis a court over and lady went down and in full arrest her with her training, went over, did cpr like a nurse would do because they're trained quite well stayed with her. The lady survived the um, her cardiac arrest. This nurse from st joe's, you know, did everything and they presented her with a certificate of merit for taking on her own time. You know, you don't have to get involved in something like that. That's great and many won't anymore.
Speaker 1That's right. It's good for her stepping up.
Speaker 3Yeah, and she. Apparently she is one at work that follows through. She's there her whole shift. She'll take shifts, so they read off.
Speaker 1A real nice thing we're going to try to do a story on um, on that nurse. I mean, people like that need to. That's one of the few left where, where it's a calling and not just a job, yep, I mean, if you're willing to do that and you're off time, take on that kind of a and when the paramedic situation.
Speaker 3They knew her. I mean she's doing cpr properly. I mean they they said that because of what all the time exactly? But taking over a situation like that and she shaved that, saved that lady's life. So that was a real nice event for uh burbank fire department. Well, well attended, I'd say over 150, 100 people or so were in the auditorium. And now because we're in the new fiscal year, people are going to see we have a new chief taking over logistics, new EMS chief. We're going to see another rescue ambulance putting around town, like they've needed for a long time, out of Station 14. So lots of new stuff coming fire department-wise. We're going to have a new PIO. Instead of Dave Burke we're going to have Steve Moy that is taking his spot and he has an assistant Dave going back to the line. No, he's going up to assistant deputy chief.
Speaker 1No way.
Speaker 3Yep, good for him. He's moving on up. Good for him, so are moving on up. Good for him.
Speaker 2So are we going to be talking to the PIO or his assistant?
Speaker 3Well, we'll be able to get out. They're going to be turning over stuff like we did back in the Ronnie Bell days. They want to have more stories going out and they're already looking at it. And the one gentleman Time will tell, right yeah.
Speaker 1Yep, you look dubious.
Speaker 2Well, you know, I've heard before, I've heard before Ronnie Bell was a very unique character, who really? He got into his job. He liked promoting the department. Yeah, he really did.
Speaker 3And the guy that they're putting in there, paul he's.
Speaker 2I remember the first day I came back to after my teaching days at Crespi. I came back and was working at the Burbank Times and he called me and said come on over here in my office and he loaded me up with all kinds of souvenirs and he said anything you need, you let me know and I'll take care of you Plastic forks, plastic straws, styrofoam containers, loaded you up with them, pack of cigarettes.
Speaker 1Those were the days.
Speaker 2That matches. Those were the days. Don't forget the fireworks they confiscated.

Burbank Community Events and Heat Reminder
Speaker 2Okay, well, let's see Also. On Friday, a tragic note we had a fatality of a pedestrian over in the alley right off by the Chevron station at Glen Oaks and Olive.
Speaker 1It was a vehicle versus pedestrian, I assume it was a vehicle versus pedestrian.
Speaker 2The driver was arrested for intoxication and he's already posted $100,000 bail and they're waiting for formal charges from the LA County DA. So it's a tragic thing, you know this was in the gas station?
Speaker 3No, it was in the alley behind it was that little short alley south of Olive on Glen Oaks next to a bakery, and it's really unfortunate because the lady lives she was out for her daily walk lives in the neighborhood. The family is, you know, a longtime Burbank family and so for a 76-year-old we just have the story posted on my Burbank and the gentleman again, when the police department got there they could tell pretty quick that he had been, you know, intoxicated or driving under and they didn't pass some of the tests. So he'll get charged for that. He got, you know, his truck got impounded and you don't replace a life. And again it happened in an alley. So he, just looking at the coroner's report, blunt trauma so he just probably bumped her at 76. Doesn't take a lot to.

Speaker 2Yep, yep. So Okay, well, on this past weekend, Ross, you went to kind of a neat event on Sunday that our supervisor here in the 5th District, Catherine Barger, gave us a check.

Speaker 1Park and Recreation Department. Okay, so not my Burbank. Okay, let's specify. They didn't give us a check.

Speaker 3They, a couple months ago, presented a check they present. She sent a check to they a couple months ago, present check which I missed, that the ribbon, that check, passing that day, this was the results of the forty thousand dollars that she got out of proposition m, I think funds, if I recall that's what the release and it's the adaptive sports. And I'll tell you, I couldn't get in one of those chairs. It is just to wheel those wheels on these wheelchairs to play a game of soccer.
Speaker 2You basically have to be handicapped to get in those chairs.
Speaker 3No, you don't. Our mayor, our vice mayor, was in the chairs.
Speaker 2I was going to say but to get in the chairs is, but they are for handicapped people to use yes, they are, and they're strapped in.
Speaker 3But what really gets me? They have a team, they have several teams. In fact, one of our local teams just went on and run, won some trophies and some places. I mean, they're athletes.
Speaker 1I mean just because they don't have use of their legs or what have you? I mean, and it's a, it's telling that you know neither you or I could probably maneuver that well and and play a sport.
Speaker 3Well, you think about wheeling chairs, they're truly athletes. You're dealing with wheeling the wheelchairs, catching the ball or or throwing it, and being I mean instead of getting hit in the head, and they are fierce.
Speaker 2Well, yeah, I mean this has become a very popular thing for handicapped athletes. Look at the Paralympics right after the Olympics. They have it's now become a major thing. Nbc is going to actually broadcast most of the games also after the Olympics.
Speaker 3What's nice about it? They said Burbank is the first community to really go full forward. They have all these chairs. They do it at McCambridge Park. If people are interested they can find out about it. Ben Gregos, who I have known since high school, is on the Burbank Handicap Committee and he was there and we talk all the time. But they now have the chairs, not only the ones that you have to wheel manually, the ones for these people that have a… yeah, the battery-operated ones, the powered ones. Yeah, and you've got to know when to turn that thing and when to, you know, go forward or backwards and the whole works. It was, it's very interesting, and they have quite a few people that are playing it. That's. The cambridge park is the place.
Speaker 3That's a great event so it was a nice about the. Talked about it in the past, but well, it's nice to see that our Catherine Barger she's a, you know, supervisor. She has a lot of cities that she represents and to think of Burbank and to make sure, you know, to get us the funds, I think that's applauding her quite a bit.

Speaker 3If you you know a cooling center is one thing, you can go to the burbank town center, park in the shade, go inside, walk around or sit down and people watch. You know you don't have to go to a cooling center. The mall is air-conditioned.

Burbank Holiday Week Activities
Speaker 2That's better than lefting. So this week, this week is with a holiday, right smack in the middle, not a lot going on. Officially, we're coming into a holiday week here, although today the landlord tenant commission did meet and they had four or five matters to talk about.
Speaker 3I wonder if they got their business cards.
Speaker 2I don't know.
Speaker 1Was that one of the one of the things on the agenda?
Speaker 3No, that was on the city council agenda, that it got approved, that they get business cards and the city prints their own. So they don't. What's that company that you know, central services? They don't. What's that company that you know, central Services?
Speaker 1yeah, one of those. That's what my city called it, and I worked for it and all the printing.
Speaker 2And then tomorrow, with the new um rates, the water and power is charging. Both the city council and Burbank Athletic Federation are dark tomorrow. They're saving us some money, saving us some money by by powering those, those city hall up for us.
Speaker 1And saving themselves some money from not having to drive there and pay the extra gas tax Saving money all around. Thank you to those committees.
Speaker 2On Wednesday the Civil Service Board is going to meet at City Hall. Of course they always meet when they have a chance to meet. I guess and I just happen to see this on their agenda that they're always looking for. There's so many jobs open in Burbank, but it's a long, hard process to go through the entire written test and everything else.
Speaker 1Anyhow, For the police department Actually any job. Okay, because these are all.
Speaker 2I listed these only, but I'm just saying any job, you have a long Any city job, gotcha, you have a long testing system and everything else.
Speaker 1And usually a lot of competition too. A lot of people typically go in for these jobs.
Speaker 2Here's what's interesting. I just looked at the police department and they had 15 officers from other departments who asked to transfer to Burbank. 15 applied and only one was qualified. That means 14 officers from other departments were not qualified to transfer to Burbank and of the one who was qualified, he didn't pass.
Speaker 1So that surprised me when I saw that, you know, zero passed fine, that's good, that's high standards, I'm assuming. But when 15 get through the application process, or at least their applications are accepted, and then they're discovered not to be 14 of them not qualified, but yet their police officers don't have departments. Well, but they shouldn't, even their applications shouldn't be accepted at that point, unless they were still on probation or something.
Speaker 3I wonder if that 113 that applied are going for that incentive.
Speaker 1Those are the new officers, the 113. Those are new officer positions. Okay, 15 for lateral.
Speaker 3Yeah, but I think Burbank is offering Like a signing bonus.
Speaker 1Yeah, sign them, possibly for laterals. A lot of cities are yeah, sign them. Yeah, well, that's possibly for laterals. A lot of cities are offering signing bonuses for lateral officers.

Speaker 1But no, they didn't have to pay any of that this time around, it's just interesting that we're not taking.
Speaker 2I mean we don't. Our qualifications would be so much higher than other cities are Well.
Speaker 1I'd be curious, just for my own sake is what disqualifies them if they're still working?
Speaker 2in other departments. I'll try looking into that. They'll say it's a personnel matter.

Speaker 2We're not asking about an individual person, we're just asking a general question. So we'll see if they reply or not.

Speaker 2So we have right now, but that's good to know that we have at least seven pending at that point.
Speaker 3So Well, I know five are graduating on Wednesday, because I am, and they're graduating from a place you probably recall quite well Rio Hondo, rio Hondo, good old Walter.

Speaker 2And then we have an opening for captain and four people applied for the captains. Only three were qualified and, once again, pending selection that one requires.
Speaker 3The city has now changed. You got to have education to go with that position and so many hours, and that's probably why that.
Speaker 1That's why new lieutenants like to work a graveyard patrol shift, because they can get their degrees overnight while they're working. Yeah, little industry secret there. But I know, as as far as with maybe with captains, a lot, of, a lot of times the chief will have discretion. You can do like the rule of three. Let's say there are five people on the list he can pick from that list you know out of anyway getting into the weeds on that.
Speaker 2Yeah, well, we'll find out. We should have a new captain, probably within another month or two. Well, the youth board meeting. Once again they're saying there's a little power. They're dark on Wednesday, July 4th. Water and Power. Water and Power is also dark on July 4th. What is not dark is the Starlight Bowl, and we're going to have our usual cast of characters up there. I guess you'd call it All the. What's the band they're going to have up there? Where'd it go? Billy Nation and Mirage. They're going to be at the Starlight Bowl.
Speaker 1I have lost my notes on that. Two tribute bands One oh, it's on the next page. One is a Billy Joel tribute band and the other is a Fleetwood Mac. There you go Billy Nation and Mirage. So performances by a Billy. Billy Nation is a Billy Joel tribute performer and Mirage Fleetwood Mac. So it should be some good music there at the Starlight Bowl, Followed by the annual fireworks show out there.
Speaker 2Now Ross, is that the Burbank band that plays during the fireworks show?
Speaker 3No, during the fireworks show they have a tape. Oh, it's taped To go with the fireworks. Yeah.
Speaker 2Well, why wouldn't they have the Burbank band come in and play it instead? I'm sure having a live band would be so much fun.
Speaker 3It's a choreographed program. It's choreographed to go with the fireworks so they can set off the fireworks.

Speaker 2Well, I know the Hollywood Bowl, they do that. They have the LA Film.

Speaker 3Yeah, right, that'll never happen. I will say that I've been told that the Air Squadron will be flying over the bowl and Laying down some smoke, and I'm told that.

Speaker 3You can bring your own wine and beer, but you can't bring any styrofoam cups or you can't drink it where they have to drink it from the bottle.

Speaker 2Well, and also, let's you know, don't harp on a lot, but we want to make sure we remind everybody. Fireworks are illegal in Burbank, All fireworks. They're not safe, they're not sane, Neither are we. I do remember back in the old days running my stingray bike to San Fernando to get fireworks and bring them back here.

Speaker 3I saw today on I was flipping around, I think some news channels and Dr Angeline Campin, who has written some articles for my Burbank in the past she is kind of the spokesman is the head doctor of Burbank, of St Joe's, she said. Is the head doctor of Burbank of St Joe's. She said it does not fail, as much as people are warned the ER will be slammed with kids that grab sparklers at 3,500 degrees, people that will light fireworks that doesn't go off, they walk up to it and it explodes in their face. She says it does not fail that the ER is inundated with people that play with fireworks.
Speaker 2I was watching a video on YouTube of a celebrity's girlfriend I won't say who, I don't want to embarrass anybody, but they gave her a firework to light off It'd kind of fly into the air. She held it and they lit it and she held it and she held it and it started to go, you know, rocket away or whatever and she just kept holding it.
Speaker 1Did it launch her into outer space?
Speaker 2Somebody said you have to. By then her entire arm was covered in sparks and everything else. And then she finally over the last second and explode about five. I say to myself people really have no common sense in this stuff.
Speaker 1What did the great Ron White say Can't fix stupid why they're a hospital. She was not hurt.
Speaker 2She was not hurt, but I just said to myself what were you thinking?
Speaker 3You know they say safe and sane, no Dumb and dumber. I have seen, I have photographed over the years, what fireworks can do. People don't realize. You know, like they were saying, fireworks get on somebody's roof and then rolls down into the gutter that hasn't been cleaned and three hours later you wonder why your roof's on fire.
Speaker 2I'm going to say this also the heat we're going to have this week and all the brush up into the Starlight Bowl and everywhere else, I mean, yes, you know, la provides a helicopter to stand by here on the hill of Patton, burbank, on 16 Alpha, as they call it, to stand by during the city fireworks show.
Speaker 1Let's not find a reason to put them to work.
Speaker 2But yeah, I mean it's. I'm sure a lot of people are going to be very nervous for the next three or four days with the heat we're having and the low humidity and the dry brush.
Speaker 1You know, and we'll put a word in for our animals and pets out there too. What about the military that just suffer from ptsd?
Speaker 3not just military, but ptsd suffers, but um and most people realize the hillside where they fired off there is a fire captain that has been working with the pyro company for many months. That gets that, has recycled water and they have been watering that for several weeks the helicopter, because we've been up there for years.
Speaker 1I used to work the fireworks up there for the police department. The helicopter was brought in because the city fireworks show started brush fires on occasion. It's not for people having little shows in their backyard and stuff. It's not what the helicopter is on standby for, because as much as they plan, it's for the show at the Starlight Bowl, because it's a contingency factor, because, hey, they might as well be staged. They're staged all over the place, but that was a good place to stage them, because they have had fires there in the past.
Speaker 3Fireworks do have malfunctions and did you know that those fire helicopters that are up there are written into um the trade off for us responding to the los angeles sequestrian center and cabrini's, the cabrini's you? They give us a couple of helicopters on july 4th and that is the contingency and that's why they are here. They're not. Burbank doesn't pay for that, but we many times mutual aid package Yep.
Speaker 1Yeah, so Be safe people, be smart.
Speaker 2Yeah, you know, I don't teach your kids bad habits. You know what you get the family together, have a barbecue, have by the pool, enjoy the day and and just be careful and enjoy one of the big free public shows.
Speaker 1They're all over the place, exactly. And if you don't have to go to Starlight Bowl. You can park in front of Ross's house and watch the show. You can see it from miles away, miles away. You can see, well, burbank High, any number of shows.
Speaker 3Tons of people used to sit on the field at Burbank High. It's right in front of you the roof of IKEA. I know they've opened that up before City parking structures. Mccambridge Park it's wide open, so you can park there.

Speaker 3I write stuff down during the show that flashes through my brain and you know I take meds, meds, that help.
Speaker 3You have good nights and you have bad. Yeah, um, you know I just lately I hear, you know I comments from gladflies and uh, people that you know are typical complainers of our city and so forth, and you know it's too bad. They don't go out and go and dig, you know, or are are putting in their effort on helping drive around town to report couches that are sitting on the sidewalk. I'm driving down glen oaks today. One block has four couches on. It Sounds like a block party. You wonder if they're getting. You know what I'm really thinking. Somebody put them there getting ready for the fireworks.
Speaker 1Exactly Because that's going to come before the next parade.
Speaker 3And we also, yep, saw two mattresses along in front of Burbank High there Observations, observations that I see around our fine town larry's chili dog and they're a great time, probably the best chili dog you can ever get and I will say their chili cheese, chili cheeseburger has been rated by some of the. The burger dude says it is the best. Well, they're redoing their sign from to the original. It's getting painted, the neon is getting replaced and John over there is kind of making it kind of classy. I thought that was kind of cool. And then today if you're driving around town, it's inevitable that there's going to be powder outages, there's going to be transformers that blow up. You know Burbank is known to have the power restored the quickest of any city in any department around California and we were seeing notices from Hollywood Way up Magnolia, Handy Mart people in. You know everything. There was a pretty large area and the guys were on it. I was listening to their channels and they were running from transformer to transformer.
Speaker 1You know, just be cautious you know, along with that it's. I'm glad you brought that up because what jumped into my mind when power outages, people driving around this is when signals go out, traffic signals go out. So pay attention. If you find yourself just sailing down Olive Avenue without ever having to stop, probably because all the signals are out, and you're just blazing right through the intersections, pay attention to signals that you know are there. If they're out, that intersection, if it's a four-way intersection, becomes a four-way stop, like there's a stop sign there, a lot of the battery backup running some of these signals, at least for the first few hours. It's flashing red. It's like a stop sign. But be mindful, because the worst thing that can happen is people sailing through intersections where the signals are out completely and they don't even notice it. So just be alert, pay attention.
Speaker 3And how many of those people? I call it HUA, but they're distracted. They're either on their phone, listen to some jam on their radio and don't even realize the light is on.
Speaker 1You know, I worked in traffic for decades and you get somebody blowing through a stop sign at the end of their own street and they said you know I stopped. I said do you actually remember stopping at that stop sign? Well, no, I don't actually remember. No, if you, you know you have a routine. You're not consciously thinking of every stop sign, the speed limit on every street crosswalks, it's just a subconscious thing. So that's why people don't that are familiar with an area, when a signal's out they don't even realize it because they don't remember really going through. They're conscious about it. If it's a red light they're going to stop at the red light, but once they're through it they don't remember the red light.
Speaker 3And it takes a word patience. If the power goes out, you don't have to open up the refrigerator to see if the light is on, Because if the light is, if the power isn't going to your house, the light on the refrigerator isn't working and you can keep food in your refrigerator for days.
Speaker 1Your freezer all that stuff. The little guy in there that turns the light on and off is going to suffocate.
Speaker 3But you know, burbank is real quick and like I, like I today they were on it. People were complaining and said it's out here, there, if you had air, air conditioning, you were kind of in the heat for a bit but you know, expected in this weather hydrate, hydrate, hydrate. And what other cities say, oh, we're gonna have to do rolling brownouts. You don't get that in burbank. You know they're not going to turn our power off to save whatever you know. And you were right, hydrate, hydrate, hydrate. I learned last week I was experiencing some real bad headaches and I talked to a doctor and we determined I was dehydrated, taking medicine.
Speaker 2I thought you were a quart low, yeah, From two weeks ago, when that actually did happen to you. You didn't learn your lesson in a week.
Speaker 3No, because I started drinking quite a bit more and hydrating. But the medicines that I'm on, I don't think everybody looks that warning package that comes with the bottle. It doesn't say it on the bottle but if you look at some of your meds it will say deep down inside, some of the safety things is they are, it'll cause dehydration and that's on top of the heat any any exercise you're doing walking around so so you know I I experienced some real bad headaches I I got me a bit scared.
Speaker 3I called the doctors that I you know I'm dealing with some other medical stuff Scared my family a bit. But the doctor said let's wean you off of some of the meds that you know Lasex and so forth that I'm taking. You know what they went away.
Speaker 1Moral of the story pay attention to what the bottle says, right, Yep.
Speaker 3So those are my rants for the week. You know they're not always criticizing or saying bad stuff. But our fantastic city I I hope we like it. We kind of like it.
Speaker 1When you go off, you have to start bleeping you, and well, I I didn't say next to the thing I have the title of the show.
Speaker 3I've been told that I have said some words that had to get bleeped out, but no no, no, no, I don't bleep your words out there, you leave those on oh, I leave those on flying free.
Speaker 1Yes, oh, I didn't know that I thought we're not about censorship here at my burbank exactly.
Speaker 3Oops. Well, so that that, uh, you know what I have to say. Hey, if I see you out there while I'm out shooting pictures, july 4th, have a good time. If you want to know how to shoot fireworks, get your camera off that automatic program mode. And I'm going to turn to Craig Durling and say you usually shoot fireworks with an iPhone. Is there any special trick?
Speaker 1that you want to give. I just put it on time lapse and lean it against.
Speaker 3Something pointed at the fireworks and just let it sit there, don't try to handle it, don't touch it, because that's what's going to shake it Pick up every movement.
Speaker 1Just put it there and let it record through the entire fireworks show, because the whole show will be about 10 seconds long on a time lapse.
Speaker 2What time lapse did you set it? At what duration?
Speaker 1I just let it run.
Speaker 2You can crop it after it's done okay, but you know it has asked you like every five seconds. It shoots every 10 seconds or 20, it just no, the phone doesn't.
Speaker 1I don't think the phone does, does it? I don't think it asks for an interval.
Speaker 3Okay, um but now, with a dslr or a mirrorless, whatever you got to use a tripod.
Speaker 1Don't try to handhold it, even though you could push it out, well, and you're not doing you're not really, you're not doing a time lapse, you're doing a long exposure. You're doing available light, yeah, literally available light, just keeping the shutter open, yeah.
Speaker 3And what I recommend there. You've been doing this for years. I have covers of books with fireworks. Leave your lens open, set it with a good depth of field, like f8, f11, so you get depth of field. You don't want to see the the fireworks going up like this, so take a black card, put it in front of your lens until you can count it off. You can watch that streamer going up and then move the card. You get a burst.
Speaker 1Yeah, because usually you have a couple of beats after that tail before it actually goes up, but also have something in the foreground, right. You know what that tail is have a composition, not just the fireworks going off.
Speaker 2You know what that tail is. You know what that is? That's the paper around the firework burning after it gets launched.
Speaker 1Colloquially known as the tail. That's the tail.
Speaker 3But there's a quick photo lesson in here and, like I said, you put that card in front of your lens, get two or three bursts up there and instead of just one, and then go off to another frame.
Speaker 1Yeah, because a lot of times just one explosion isn't that dramatic in a picture and you get it off frame. You'll get part of it and hopefully you're um upwind from the fireworks so it's not all smoke.
Speaker 3Yep, that can be a problem smoking mirrors well, that's my rant and some tips for you. The hell, a hell of a show. When we sat down at the office to go over the show notes, we said, oh, we got a short show. We say that every time. I have a short show, then a you know what show shit show, and we don't never do a shit show, shit show.
